The award recognizes the most outstanding relief pitcher of the regular season.
Bell went 6-1 with a career-low 1.93 earned-run average and converted 47 of his 50 save opportunities during the 2010 season. He finished first in the majors with a 94.0 save percentage.
Over 70.0 innings, Bell limited opposing hitters to a .221 batting average. The 47 saves ranked second in the big leagues to San Francisco's Brian Wilson (48), and were the second-most in Padres history behind Trevor Hoffman's 53 saves in 1998.
The 33-year-old Bell, a two-time All-Star, won this award for the first time.

The best bullpen in the Major Leagues, statistically speaking, is well represented on the 2010 This Year in Baseball Awards' ballot.
The Padres' bullpen trio of Luke Gregerson, Mike Adams and closer Heath Bell are listed in two categories, Setup Men of the Year and Closer of the Year.
The Padres had the best bullpen ERA in the Major Leagues in 2010 (2.78) and the lowest opponents' batting average (.220).
Bell was 6-1 with a 1.93 ERA and a career-best 47 saves for a Padres team that wasn't eliminated from postseason consideration until the final day of the regular season.
Gregerson compiled a 3.22 ERA over 80 games as the Padres seventh-inning specialist and set a Major League single-season record with 40 holds.
Adams, 4-1 with a 1.76 ERA in 70 games as the eighth-inning specialist, had 38 holds.
"We basically have three closers," Bell said during the season.
Other Padres nominees include 22-year-old pitcher Mat Latos (Breakout Player), general manager Jed Hoyer (Executive) and Bud Black (Manager).
Latos, in his first full Major League season, went 14-10 with a 2.92 ERA. Hoyer, in his first season with the Padres, helped put together a team that won 90 games, despite working with the second-lowest payroll in the Major Leagues.
Black, in his fourth season, was awarded with a contract extension in July. He'll be the manager through 2013, with club options for 2014 and 2015.
