Quindi, in pratica i GMs coinvolti nelle trade under review devono parlarsi e decidere se sta loro bene accollarsi le penalità?
Se non ci fosse comune accordo il trade salterebbe?

esattamente, è chiaro che accollarsi la penalità deve stare bene ad entrambi.

At the same time we would like to announce that the last trade has been revised, and we accept a further penalization of 0.5M for next year salary cap

Okay explain this to me.

I make a legal trade, I sign my rookie and have a legal cap.

This trade gets disallowed, I am now over the cap. But now if I make that same trade, I get a cap penalty for next year?

That's so fucking lame.

The trade was NOT legal.
You were above the cap as a result, but no one took Butler off your team.. i guess you noticed that.

On the contrary, you were given the time to address your cap situation to keep Butler.

Going back to a similar illegal trade to fix the cap despite the related fine was your decision. You could have a completed a different, legal trade, and kept Butler without getting any penalty.

Hope this explains it for you.
